Through the Blueprint Livingstone, Council will advocate by:

Council has already seen success in this space through securing a $25million grant from the State Government's Residential Activation Fund.

TLPI & Priority Growth Areas

Temporary Local Planning Instrument

Livingstone Shire Council is taking bold steps to support long-term housing supply through implementing a Temporary Local Planning Instrument (TLPI) to unlock growth in key areas across the Shire.

The TLPI is designed to remove barriers and streamline development approvals, paving the way for new homes to be built in targeted areas over the next generation as market demand increases.

The TLPI will rezone land in three priority areas - Hidden Valley, Kinka Beach, and Emu Park - enabling a pipeline of new homes, commercial activity, and critical green spaces to be delivered over time, in response to market conditions and infrastructure readiness.

While the TLPI will help accelerate the delivery of new housing, all developments will still need to comply with Queensland’s environmental legislation.

Northern Corridor

The Northern Corridor, encompassing the localities of Glenlee, Rockyview, Glendale, The Caves, and Etna Creek, represents a region of significant potential for residential, industrial, commercial, and agricultural development. While much of the land remains rural, growing demand presents exciting opportunities to expand communities, create jobs, and enhance the local economy.

Livingstone Shire Council is committed to a strategic and sustainable approach to development, ensuring infrastructure and services can support growth while protecting the natural and social fabric of the region.

Unlocking the Potential

While the Northern Corridor offers transformative opportunities, critical infrastructure challenges, particularly in sewerage services, must be addressed to unlock its full potential.

We need to ensure the Northern Corridor is developed in a way that, enhances connectivity, creates jobs, and builds a stronger local economy.

The area’s strategic location, including proximity to the Bruce Highway, the North-South rail corridor, and planned projects such as the Rockhampton Ring Road, provides a strong foundation for coordinated growth.

Key Goals of the Northern Corridor Development Project

  • Land Use Planning: Develop a coordinated structure plan to guide residential, commercial, industrial, and rural/agricultural development in a sustainable and orderly manner.
  • Infrastructure Needs: Identify high-priority infrastructure requirements, including water and sewerage solutions, to support future growth.
  • Stakeholder Engagement: Work collaboratively with landowners, councils, and state authorities to maximise community benefits.
  • Address Constraints: Plan for development while managing challenges such as flooding, bushfire hazards, and impacts on transport infrastructure.

East West Connector

The East West Connector project will enhance connectivity across the Livingstone Shire by providing the essential transport link between Hidden Valley and the Keppel Bay Marina.

By delivering this project, Livingstone Shire Council is responding to the region's growth and transportation demands. The East West Connector will not only support current and future residents but also encourage investment in the region by improving logistical links, supporting tourism, and enhancing access to essential services. This project is part of the Council's broader commitment to ensuring sustainable and resilient infrastructure for the community.

Livingstone Shire Council has welcomed a landmark $25 million funding commitment from the Queensland Government, following the successful approval of its grant application under the Residential Activation Fund (RAF) to deliver Stage 1 of the East West Connector; a key piece of infrastructure that will unlock access to over 1,500 new residential lots in the Hidden Valley precinct.
