The Muskers Beach Shoreline Erosion Management Plan (SEMP) project will be delivered in two stages.

Stage 1 - Rapid Technical Advice

The first stage focuses on obtaining rapid technical advice to help inform potential short-term measures that may assist in addressing immediate erosion concerns and provide time for detailed investigations to occur.

This stage is intended to help Council understand what temporary or interim actions may be feasible while the broader SEMP process is undertaken.

Stage 2 - Shoreline Erosion Management Plan (SEMP)

The second stage involves the preparation of the formal SEMP, which will include:

  • Detailed technical investigations
  • Coastal processes and erosion analysis
  • Coastal modelling
  • Assessment of management options
  • Consideration of environmental, legislative, and planning requirements
  • Community and stakeholder engagement.

Council notes that any long-term or permanent coastal protection solution must comply with relevant State legislation, environmental requirements, and coastal management frameworks. As such, identifying and implementing an enduring solution will require careful planning, technical assessment, and patience as the process progresses.

What is a Shoreline Erosion Management Plan (SEMP)?

A SEMP is a non-statutory, collaborative strategy developed by local governments, often with guidance from State agencies, to manage coastal erosion risks.

A SEMP seeks to balance environmental, economic, and social values while guiding sustainable development and long-term management outcomes for erosion-prone coastal areas.

The Muskers Beach SEMP will focus on:

  • Understanding oceanic influences on coastal erosion
  • Identifying long-term erosion trends
  • Investigating shoreline behaviour and coastal processes
  • Developing and assessing potential management options for Council consideration.

The SEMP will help inform future decision-making and provide a framework for managing erosion risks into the future.

Livingstone Shire Council has awarded the contract for the development of the Muskers Beach SEMP to BMT.
