The Lammermoor Beach (South) Master Plan is a guiding document that outlines a long-term vision for future improvements to the southern end of Lammermoor Beach.
It focuses on the foreshore side of the Scenic Highway, from kerbside to the dune fenceline, between Beach Access LB8 (opposite Sea Breeze Service Station) to Beach Access LB2 and aims to balance environmental protection with upgrades to public spaces, access, and infrastructure.
As more people enjoy Lammermoor Beach, we need to plan carefully for the future. The Master Plan will help Council respond to growing demand while preserving the natural values of the area. It also supports applications for future funding and ensures any upgrades happen in a coordinated, thoughtful way.
Lammermoor Beach (South) is one of the Shire’s most loved coastal areas, valued for its natural beauty, cultural significance, and recreational opportunities. It is a place of connection with Country for Traditional Custodians and is home to diverse native vegetation and wildlife. The community values the area for walking, cycling, swimming, fishing, and its relaxed coastal character.
The plan will recognise and celebrate the cultural significance of Lammermoor Beach (South) by incorporating opportunities to reflect and honour Traditional Custodians and their connection to Country. This may include interpretive elements, design features, and protection of culturally significant areas.

Yes. A key driver for the Master Plan is improving safety along the Scenic Highway and surrounding access points. The plan will explore ways to connect with existing and proposed projects such as safer pedestrian crossings, new pathways, and parking improvements. The aim is to calm traffic, improve connectivity, and make it safer and easier for everyone to enjoy the beach.
The intent of the Master Plan is to formalise parking and improve vehicle and pedestrian safety throughout the Lammermoor Beach South area. The Master Plan will include dedicated, formalised parking bays in three key areas – LB6, LB4 and LB3.
Parking areas will be separated from the Scenic Highway using safety fencing and raised kerb barrier. All parking areas will be hard surfaced with line marking. Both LB6 and LB4 dedicated parking areas will include a PWD (Person With Disability) parking bay.
There will be 25 formal car parking bays and two PWD car parking bays.
Livingstone Shire Council is leading the project supported by professional architect / landscape design consultant Design+Architecture, who will prepare a detailed concept plan based on community feedback and site analysis.
Yes. In mid-2023, Council invited the community to share what they love about Lammermoor Beach and what improvements they’d like to see. That feedback shaped the priorities in the draft plan. Council is now undertaking community consultation to finalise the draft Master Plan before presentation to council for adoption.
Community input is central to this project. Insights gathered during 2023 consultation helped shape the vision and guiding principles of the draft Master Plan. This round of consultation (October 2025) will allow the community to review proposed designs and provide feedback to refine the final plan before being presented to council for adoption.
Yes. Once the draft Master Plan is complete, Council will invite the community to provide feedback before finalising the plan. Stay tuned to Council’s project webpage or follow us on social media for updates.
Not yet. The Queensland Government provided $50,000 through the Works 4 Queensland Program to develop the concept plan. The Master Plan will help Council apply for future funding to bring elements of the plan to life.
Absolutely. Community feedback highlighted the importance of protecting the area’s natural features. The draft plan includes measures to preserve and enhance the area’s native vegetation, including the opportunity to showcase specific vegetation throughout the Master Plan area.

Council recognises Lammermoor Beach (South) as the long-term home and launch point for the CCOCC. The draft Master Plan proposes upgrades to improve usability for the CCOCC (and all visitors), including making the LB3 carpark a sealed hard surface, making loading and unloading craft easier and safer.
This will improve accessibility, reduce dust and erosion, and make it easier for outrigger members and other beach users to manoeuvre and load equipment into trailers and vehicles. The upgrade will also improve safety and usability for all beach visitors.
The master plan does not include provision for a storage facility for the club due to the environmental constraints and planning regulation and overlays in the dunal area. Council officers will continue to work with CCOCC to secure a suitable location for a storage facility and meeting space.

These improvements will make the beach safer, more comfortable, and more inclusive for the whole community.
Specifically, the new proposed outdoor hubs at LB4 and LB3 have been designed with dedicated PWD parking, a raised viewing deck with ramp access (LB4), PWD compliant drinking fountains and picnic tables, direct pathway access to bus shelters and road crossing points with improved pedestrian refuge holding points.
Yes, all existing public artwork, including the sand crab sculptures and the curlew painting on the side of the public restroom, will be retained as part of the Master Plan.
There is no confirmed timeline for construction yet. Once the Master Plan is adopted and funding is secured, Council will look at delivering improvements in stages over coming years.
All feedback collected during the October 2025 consultation will be reviewed by Council officers and Design+Architecture. A refined draft will then be presented to Council for endorsement later in 2025. Once adopted, the Master Plan will guide future funding applications and staged delivery of upgrades.
