About the project
The Great Keppel Island (Woppa) Arrivals Plaza and Amenities project is a catalyst initiative identified in the Great Keppel Island (Woppa) Concept Master Plan. It aims to create a vibrant, culturally-informed arrival experience that celebrates the island’s unique character and welcomes visitors to this iconic destination.
The concept includes a new amenities building with toilets, change facilities, lockers, and a flexible tenancy space for potential commercial use. Generous outdoor areas will offer shaded seating, beach showers, BBQs, and boardwalk access to Fisherman’s Beach and ferry services.
Positioned adjacent to the island’s main accommodation providers, the plaza will create a strong sense of arrival and encourage further exploration of the island. This project represents an important step in realising the island’s long-term vision to rejuvenate tourism, support local businesses, and reflect the cultural and environmental values of Woppa.
Project Update - February 2026
Construction will shortly commence on the Great Keppel Island (Woppa) Arrivals Plaza and Amenities, with February marking an active period of site preparation on the island.
In the second week of February, barges will begin delivering plant, equipment and construction supplies to support site establishment, ahead of construction works commencing in later this month.
Construction activity will be visible in the vicinity of Fishermen’s Beach during this period. Clear signage will be installed to guide pedestrians safely around the work area, with appropriate traffic management measures in place to maintain safe access for both vehicles and pedestrians.
Ferry services, island businesses and accommodation providers will continue to operate as normal, and minimal disruption to visitors is expected while early construction activities are underway.
The project’s appointed construction contractor, Paynters, is working in partnership with Livingstone Shire Council and the Queensland Government to deliver this significant infrastructure investment for the island.
Council has worked closely with Paynters and key island stakeholders to carefully plan construction staging and logistics, with the aim of minimising impacts on the island community throughout the works period.
Importantly, Great Keppel Island will remain open to visitors for the duration of construction, and people can continue to enjoy the island’s beaches, walking trails and tourism experiences while works progress.
The Arrivals Plaza is anticipated to be completed by August 2026 (weather permitting) and is funded as part of the Queensland Government’s Great Keppel Island Rejuvenation Fund, administered by the Department of the Environment, Tourism, Science and Innovation.
